The Operative Test in Detail

The Operative test is designed for workers who carry out physical tasks on construction sites — labourers, tradespeople, and skilled operatives. The questions focus on practical, on-site safety awareness: what to look for, what to do when you spot a hazard, and how to protect yourself and others.

Questions at this level test your ability to recognise hazards, follow safe working procedures, use PPE correctly, and know when to stop work. You won't be expected to quote specific legislation or know precise legal thresholds — instead, you need to demonstrate that you understand the practical principles of working safely.

What Operative questions look like

Operative questions tend to be scenario-based and action-oriented. For example: "You notice water pooling near electrical cables on site. What should you do?" The correct answer involves immediate practical action — stopping work, reporting the hazard, and keeping people away. You won't be asked to cite which regulation requires this.

The Manager & Professional Test in Detail

The Manager & Professional test covers everything in the Operative test plus a substantial amount of additional content. This test is aimed at people who have supervisory or management responsibilities — site managers, project managers, health and safety officers, and professionally qualified individuals.

The key difference is depth and breadth. Manager-level questions test your understanding of CDM 2015 regulations, legal duties and responsibilities, specific exposure limits and thresholds, reporting requirements under RIDDOR, risk assessment methodology, and environmental management. You're expected to know not just what's safe, but why it's required and who is legally responsible.

What Manager questions look like

Manager questions demand more precise knowledge. For example: "Under CDM 2015, who is responsible for preparing the construction phase plan?" or "At what daily noise exposure level must an employer provide hearing protection?" These require you to know specific regulatory details, not just general principles.

Key insight: The Manager test was updated in June 2023 to cover a much wider range of topics. The breadth of content is now greater than previous versions, and it's not role-specific — you could be asked about topics outside your usual specialism.

Which Test Do You Need?

The test you need depends on the CSCS card you're applying for, which in turn depends on your qualifications and role on site. Here's a simple guide:

Take the Operative test if you're applying for: a Green Labourer card, a Blue Skilled Worker card, a Gold Advanced Craft card, a Red Trainee card, or a Red Apprentice card.

Take the Manager & Professional test if you're applying for: a Black Manager card, a White Professionally Qualified Person card, or a Yellow-stripe Academically Qualified Person card.

Preparation Differences

The Operative test requires solid practical knowledge and can be prepared for in 1–2 weeks of regular study if you already work on construction sites. Focus on understanding the principles rather than memorising facts.

The Manager test demands significantly more preparation. With a 90% pass mark and broader content, you should allow 3–4 weeks minimum. Pay particular attention to CDM 2015 duties, RIDDOR reporting requirements, environmental legislation, and the specific numerical limits for noise exposure, vibration levels, and working at height requirements.
